Haryana Renames Gurgaon as Gurugram
“Haryana Government on 12 April decided to rename Gurgaon as Gurugram and Mewat as Nuh. In this regard, Chief Minister Manohar Lal has approved the proposal to change the names of Gurgaon and Mewat. The decision to change the name of Gurgaon was taken on the basis of the representations received at several forums by the people of Gurgaon. Gurgaon had been a centre of learning where the princes, Pandavas and Kauravas, used to get education from Guru Dronacharya and at that time the city was known as Gurugram. However, Mewat is not a town, in fact it is a geographical and cultural unit spread beyond Haryana in the adjoining States of Uttar Pradesh and Rajasthan. The Headquarters of Mewat district is at Nuh town. The decision of changing its name was taken following the demand of people of area and the elected representatives. They had been demanding that the name of Mewat be changed as Nuh.”

Maharashtra Assembly Passed Dance Bar Bill
The Maharashtra Legislative Assembly on 12 April unanimously passed the Dance Bar Regulation Bill 2016. The bill has provisions for stringent actions against the violators. State Legislative Council cleared the Bill on 11 April 2016 which paved the way for reopening of the dance bars. The Bill will be sent for State Governor’s assent to make it as a law.

Padma Sachdev Selected For 2015 Saraswati Samman
“Author and poet Padma Sachdev on 12 April was selected for the prestigious Saraswati Samman for 2015 for her autobiography titled Chitt-Chete, written in Dogri language. The book, published in 2007, links the personal trials and tribulations of the author with issues concerning society, nation and the world at large. The Saraswati Samman is an annual award for outstanding prose or poetry literary works in any 22 Indian language listed in Schedule VIII of the Constitution of India. It is named after Goddess Saraswati, Indian goddess of learning. It is considered to be among the highest literary awards in India. The award was instituted in 1991 by the K. K. Birla Foundation. It consists of 10 lakh rupees, a citation and a plaque. The inaugural award was given to Harivanshrai Bachchan for his four volume autobiography, Kya Bhooloon Kya Yaad Karoon, Needa Ka Nirman Phir, Basere Se Door and Dashdwar se Sopan Tak. The Saraswati Samman for 2014 was given to Veerappa Moily for his work Ramayana Mahanveshanam.”

Ex-army chief JJ Singh gets highest French Civilian Honour
Former army chief Gen. (retd) JJ Singh was on 12 March conferred with the highest French civilian distinction, Officer of the Legion of Honour. He was conferred the honour by French Ambassador to India, Francois Richier in New Delhi. Singh was chosen for the honour in recognition of his stellar role in modernising the Indian Army. It also recognised his pivotal role for initiating robust exchanges between the Indian and French armies leading to “unprecedented” levels of inter-operability and cooperation.

1. New Solar Lighting Device Surya Jyoti Launched
a. Union Government has recently launched a low cost micro solar device called Surya Jyoti to provide a reliable access to electricity to the people of urban and rural region.
b. The department of Science & Technology developed this device.
c. The device has the capacity to save around 1750 million units of energy while adopted to around 10 million houses.
d. This form of clean energy will help us to reduce about 12.5 million ton of CO2 equivalent.

2. Recommendations of 14th Finance Commision on fiscal deficit approved
a. The Recommendations on Fiscal Deficit Targets and Additional Fiscal Deficit to States made by the 14th Finance commission received a green signal from the Union government.
b. 3% of Gross State Domestic Product (GSDP) is approved as the fiscal deficit threshold limit.
c. The 14th Finance Commission provided additional margin of 0.5% over and above the normal limit of 3% in any year to the state which has a favourable debt-GSPD ratio & interest payments revenue ratio in the previous two years.
d. The States will not get any benefit of additional borrowings for 2015-16 as the year is already completed.
e. States have the option of availing any unutilised fiscal amount only in the following year but within the FCC award period.
f. The unutilized fiscal space as compared to fiscal deficit limit of 3% of GSPD will be reckoned to calculate the unutilized borrowing space.

3. Oil PSUs allowed to have independent crude import policy
a. With an aim to improve the operational efficiency, central government has approved the independent crude import policy for Public sector oil companies on their commercial requirements.
b. This decision will replace the current crude import policy and provide the oil companies with independent, efficient & flexible policies of their own.
c. The current policy was approved in 1979 by which the companies like Indian Oil Corporation was allowed to source crude only from national companies of oil producing nations.
d. With the new policy the contract to import oil will be extended to the major oil companies across the globe.
e. In 2001, union government has conferred substantial powers to Maharatna & Navratna companies to grant autonomy in various operational, financial and investment matters.
4. National Energy Efficient Agriculture Pumps & Fan Programme launched
a. Union Minister of State (IC) for Power, Coal and New & Renewable Energy has launched two schemes in Vijayawada, Andhra Pradesh.
b. National Energy Efficient Agricultural Pumps Programme will benefit farmers with five star rated new energy efficient agricultural pumps. These pumps will help saving about 30% energy by 2019
c. Energy Efficiency Services Limited (EESL) of Andhra Pradesh has launched the National Energy Efficiency Fan Program as a joint venture with PSUs under the Union ministry of power.
d. It will provide the energy efficient ceiling fans which will help to save about 700/- rupees per year by saving energy.

5. OROP received ex facto approval from Union Government
a. One Rank One Pension (OROP) scheme received ex facto approval from union government.
b. The implementation of OROP will be effective from 1st July, 2014. It will enhance the pension for the pensioners/ family pensioners of Defence Forces.
c. Pension will be re-fixed for pre 1st July 2014 pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension drawn by the retirees in the year 2013.
d. The family of pensioners including war widows and disabled pensioners will also be benefitted with OROP.
6. Funding of exports to Iran through Export Development Fund of Exim Bank approved
a. Union government gave a green signal to increase the framework agreement between Exim Bank of India and the consortium of Iranian banks led by Central Bank of Iran.
b. This agreement was made to purchase the goods and services from India by utilizing the Export Development Fund (EDF).
c. Under this agreement, two contracts of export of steel rails by STC & the Chabahar Port Development Project were given a nod. This agreement will promote India's export with Iran and develop the bilateral partnership between these countries.
7. Global report on Diabetes released by WHO
a. With a theme of 'Beat Diabetes', World health organization has released the global report on diabetes on the World Health Day.
b. As per this report, around 422 million adults were living with diabetes in 2014 compared the 108 million in 1980.
c. In last few decades, diabetes has rapidly increased in low and middle income countries than the high income countries. It has caused around 1.5 million deaths in 2012.
d. Most of the people affected with diabetes have the Type 2 diabetes which is also observed in adults as well as in children too.
e. Countries across the globe are recommended to take action in line with the objectives of the WHO Non Communicable Diseases (NCD) Global Action Plan 2013 - 2020.
f. The findings of WHO's Global Report on Diabetes is in concurrence with a study published by the Lancet journal.

8. National Hydrology Project Approved by Union Government
a. Union government has recently launched the National Hydrology project with a total outlay of Rs. 3679.7674 crores.
b. The funds allotted for this project will be utilised for National Hydrology Project (NHP) and National Water Informatics Centre (NWIC).
c. The National Hydrology project will help to gather the Hydro-meteorological data which will be stored and analysed on a real time basis. This data will be accessed by any user at the state, district or village level.
d. This project will improve the forecasting of flood from 1 day to at least 3 days, assessing the surface and groundwater resources in river basin, reservoir operations through seasonal yield forecast, drought management , designing the SW & GW structures, interlinking of rivers & fulfilling the objectives of Digital India.
9. National Summit on Family Planning was concluded in Delhi
a. With the theme 'New Choices, New horizons', National Summit of Family planning was concluded in New Delhi by Union health and Family Welfare Minister.
b. The summit finalized a 360 degree information, education and communication (IEC) plan for enhanced awareness regarding various issues surrounding family planning in the country.
c. It also launched the new packaging for contraceptive Nirodh, Techno Managerial guidelines for injectable contraceptives & a mobile app for Mission Indradhanush.
d. In this summit, Amitabh Bachchan was also appointed as the brand ambassador and anchor for the new IEC campaign.
e. Tamil Nadu state was awarded for its efforts towards postpartum sterilization, Madhya Pradesh state was awarded for its contribution towards PPIUCD services. Awards for Male Sterilization and female sterilization were received by Bihar & Himachal Pradesh respectively.

10. Kento Momota bagged the Yonex Sunrise India Open Badminton Title 2016
a. Yonex Sunrise India Open Badminton title 2016 was bagged by Japanese player Kento Momota in Male category & Thailand's Ratchanok Intanon in the female category.
b. Gideon Markus Fernaldi and Kevin Sanjaya Sukamuljo of Indonesia received the Men's doubles titles whereas Misaki Matsutomo and Ayaka Takahashi of Japan emerged victorious in women's doubles.
c. The mixed doubles title was grabbed by Chinese pair of Kai Lu and Huang Yaqiong.

11. Fabfurnish was acquired by Future Group
a. Rocket Internet's Online furniture platform FabFurnish was acquired by Future Group for 20 crore Rupees. It is the Future Group's first ever acquisition of an e-commerce portal.
b. The Future Group will bring its furniture business under the FabFurnish brand making it the biggest home furnishing and decor business in India.
c. Future Group is a private Indian company in the indian retail and fashion sector associated with popular supermarket chains like Big Bazaar, Food Bazaar & lifestyle stores like Brand Factory.

12. Supermassive Black Hole discovered by NASA
a. A supermassive black hole weighing around 17 million times to the weight of Sun is discovered by the astronomers of NASA in the centre of a galaxy situated in sparsely populated area of the universe.
b. This supersized black hole is situated in the centre of a massive elliptical galaxy called NGC 1600. This black hole is about 200 million light years from earth in the direction of constellation Eridanus.
c. It has the capacity to push away around 40 billion stars like our sun which is comparable to eject the entire disk of our Milky Way galaxy.
d. This discovery was published in the journal 'Nature'.

13. Amitabh Coomar appointed as CEO of GoJavas
a. Amitabh Coomar is appointed as the Chief Executive Officer of Logistics firm GoJavas.
b. He was appointed after the former Chief Operating Officer left the company.
c. Amitabh Coomar has previously served in the Indian Army for around 12 years. He also worked as a Divisional Manager, Brand Marketing, at ITC, Kolkata.

Arun Jaitley launches ‘Make in India’ conference in Sydney
Finance minister Arun Jaitley who is in Sydney for two days has launched the ‘Make in India’conference in Sydney.
  • Inaugurating the conference, Arun Jaitley called the Australian investors to invest in India
  • He told that currently the services sector gave the highest contribution to the GDP of India and he wants Manufacturing sector to contribute equally
  • He also informed that with ‘Make in India’campaign the investors can invest in India and capitalize the biggest market in the world
India will allow private sector hiring through government job exams
Union government will now share the results of government recruitment exams and PSUs will be shared with private player after taking the consent of candidates so that other employers can benefit from that.
  • The move will provide a rich data base which can be used by private sector employers as a ready-made and objective sourcing and screening mechanism
  • The scores in examinations have been retained by the government. Hereafter, it will be available to all employers openly, wherever consent is given by the candidate.
  • It will reduce search costs in the labour market for both employers and employees. It will enable better matching of candidates from labour surplus areas with jobs in other regions.

Egyptian plane hijacked to Cyprus
EgyptAir Flight MS181 was taken over by a passenger claiming to be wearing a suicide explosive A hijacking that diverted a domestic Egyptian flight that was scheduled to land in Cairo.
  • At least 55 passengers were on board to Cyprus has ended with all hostages released and the hijacker surrendering.
  • The passengers and crew were unharmed. Eighty-one people, including 21 foreigners and 15 crew, were on board the Airbus 320.
  • The hijacker forced the EgyptAir Airbus A320, which left from Alexandria, to land more than 300 miles away at Larnaca airport on the southern coast of Cyprus

RBI, Sri Lanka Central Bank Sign Currency Swap Pact
Reserve Bank of India Currency swaps agreement with the Central Bank of Sri Lanka the pact would allow its Sri Lankan counterpart to draw up to $700 million over a maximum period of three months under a new special currency swap agreement signed by the two central banks.
  • Sri Lanka is seeking a loan of $1.5 billion from the International Monetary Fund (IMF) to boost foreign exchange reserves and help avert a balance of payments crisis.
  • The country has seen its foreign exchange reserves depleted by the central bank’s defence of its rupee currency, as it struggles with heavy debt piled up under the previous government.
ADB lowers Asia’s growth forecast to 5.7%
The Asian Development Bank headquartered at Manila, has brought down the forecast of growth of Asia to 5.7% for the financial year 2016-17.

CBDT signed 11 Advance Pricing Agreements
The Central Board of Direct Taxes department has signed 11 Advance Pricing Agreements with taxpayers overseas to reduce litigations.
  • With this India has signed totally 59 unilateral and/or bilateral agreements
  • The APA was enacted in the Income tax act, 2012 and rollback provisions were provided in 2014
  • The agreements cover corporate guarantees, royalty, software development services, IT enabled services and trading
European Investment Bank to loan €450 million for Lucknow Metro
The European Union’s official bank European Investment Bank will Provide loan to Lucknow Metro Project of €450 million (about Rs. 3,300 crore) towards constructing a 23-km long rail line and a purchasing a fleet of new trains.
  • The metro project will be the most expensive public transport system in the state of Uttar Pradesh costing Rs.6928  cr
  • The EU’s official bank and the world’s largest international public bank, and its loan will cover half of the total project costs for the Lucknow Metro.
  • The first phase roll out of €200 million during Prime Minister Narendra Modi’s visit to Brussels, as part of the 13th India E.U. Summit. The remaining tranches will be disbursed over the course of the project.

Government permits 100% FDI in e-commerce
The government has allowed 100% FDI in e-commerce through automatic route in marketplace model of retailing. This is not applicable to the inventory based  model of e-commerce.
Key features
  • 100 per cent FDI is permitted in B2B (business-to-business) transactions under the automatic route
  • According to the norms, an e-commerce firm will not be permitted to sell more than 25 per cent of total sales from one vendor or its group companies
  • It will also prevent the online websites from providing huge discounts and the rates will be in par with the retailers
RBI cancels recognition of 22 NBFC’s
RBI has cancelled the certificate of registration of 22 NBFC’s . Earlier, in the month beginning 6 more NBFC’s licenses were cancelled Due to the cancellation, the firms cannot enter into the financing business.
  • RBI has cancelled the registration owing to its powers conferred under Section 45-IA (6) of the Reserve Bank of India Act, 1934
  • Kundan Leasing and Finvest, Raseera Investments, Limtex Impex, Dignity Motors Finance, Akansha Consultancy Services, Bini Commercial Enterprises, Nirankar Investments, and Surin Investments are the NBFC’s whose registration has been cancelled

Reliance signs deal with Rafael
Mukhesh Ambani owned Reliance defence has entered into a deal with Israeli based Rafael defence to manufacture air to air missile systems, air defence and observatory balloons.
  • Reliance will hold 51% of the stake and Rafael will hold 49% in the joint venture agreement
  • They will target over $ 10 billion in the next 10 years
  • The project will have an initial capital outlay of more than Rs.1,300 crore, excluding the cost of technology
Gujarat, Maharastra –top contributors of Indian Export
The industrial body ASSOCHAM in one of its recent study revealed that Gujarat and Maharashtra contribute nearly 46% of the Indian exports occupying the topmost place.
  • The report mentions that the first five states contribute to 69% of the total export of India
  • Gujarat, Maharashtra, Tamil Nadu, Karnataka and Andhra Pradesh occupy the first 5 places respectively

Htin Kyaw sworn in as Myanmar President

Htin Kyaw was sworn as Myanmar’s new president along with his two vice presidents and 18 Cabinet ministers.
  • Htin Kyaw from the National League for Democracy (NLD) was sworn in as Myanmar’s new president. The first elected civilian leader in more than 50 years.
  • Htin Kyaw from the National League for Democracy (NLD) takes over from Thein Sein, who introduced wide-ranging reforms during his five years in power.

  • The NLD won 80 per cent of parliamentary seats, handing them a massive public mandate to rule after generations of army domination.

NTT acquires IT firm of Dell
Japan based NTT has acquired the IT arm of PC manufacturer Dell. The deal is valued at $ 3 billion. Dell has been debt ridden due to the acquisition of data storage provider for $ 67 billion.
  • With the new acquisition, NTI will make its presence in North America and expand its global network and improve its infrastructure services
  • NTI will now have around 230 data centres across the globe including those of Dell in UK,Australia and US

India ranks third among highest financial Trojan Infections
The Internet which has been ruling the world has also left the possible risk of security like Virus infections and hacking risks. It is unfortunate to know that India has been globally placed atthird rank in terms of Trojan infections.

Union Defence Minister Manohar Parrikar has flagged off India’s first indigenous composites sonar dome, a ship’s underwater eyes and ears.
  • The first indigenous composites bow mounted sonar dome was dedicated to the nationduring Def Expo 2016 in Goa. The sonar dome will be supplied to Mazgaon Docks,Mumbai for use in the warships of Indian Navy.
  • The sonar dome has been designed by Research & Development Establishment (Engineers), a Defence Research and Development Organisation (DRDO) laboratory based in Pune and manufactured by composites manufacturing company Kineco Ltd, Pilerne, Goa.
Indian media industry to reach 2026 billion by 2020
India’s media and entertainment industry will reach a net worth of 2.20 lakh crores by the year 2020. A report by the FICCI-KPMG had predicted this net worth of the industry.
  • The report also reveals that the industry’s revenue will be dominated by the advertisements contributing to almost half of the entire worth

Uber launches ‘Uber MOTO’ in Gurgaon
The cab hailing company Uber just launched its pilot bike sharing service called uberMOTO on Car-Free Tuesdayin Gurgaon. Users can request for a ride through the Uber app between 7:30 am and 9:30 pm.
  • UberMOTO will work on Uber’s app, but will use bikes to ferry commuters around instead of cars.
  • The US-based company had Uber had earlier launched uberMOTO in Bangalore, but had seen its bikes being seized by the traffic authorities as it they didn’t have the necessary permits required to run bike taxis in the city.
UberMOTO:
  • The uber MOTO driver offers a helmet, which users need to wear before they take the ride. Uber MOTO can be paid through one of the Uber payment options, including cash.
  • The fares start at Rs 15. The service then charges Rs 3 per kilometre and Rs 1 per minute for a ride.
  • Uber make available GPS tracking, 2-way feedback and the ability to share trip details with others with uber MOTO too.
China Launches BeiDou Navigation Satellite
China has launched its navigation satellite BeiDou on Wednesday from Xichang Satellite launching centre.
  • It was taken into orbit by a Long March-3A carrier rocket.
  • It is the 22nd satellite in the BeiDou Navigation Satellite System (BDS)
  • It is 225th launch of Long March Carrier Rocket
