Highlights of the Union Budget 2015 -16



• Gross tax receipts – 14.49 lakh crore rupees
• Yoga included in the sphere of charitable purposes under the Income Tax ActHIGHLIGHTS OF UNION BUDGET 2015
• Plan expenditure- 4.65 trillion
• Non-plan expenditure – Rs 13.12 trillion
• Allocates Rs 331.5 billion – health sector
• Revenue deficit – 2.8 per cent of GDP
• Non tax revenue – Rs 2.21 trillion
• Fiscal deficit – 3.9 per cent of GDP in 2015/16
• For all purchases above 1 lakh rupees, PAN card will be needed

Sector-wise Highlights of Union Budget 2015

TAXATION

    No change in income tax slabs
    Wealth Tax has been eliminated
    Super rich having income of over Rs. 1 crore will be charged with additional 2% surcharge
    Over next four years, Rate of corporate tax to be reduced to 25%
    Total exemption up to Rs. 4,44,200 can be achieved
    100% exemption for contribution to Swachch Bharat, apart from CSR
    Service tax hiked to 14 per cent
    Custom duty on 22 items will be reduced

AGRICULTURE
  •     Rs. 25,000 crore allocated to Rural Infrastructure Development Bank
  •     Rs. 5,300 crore allocated to support Micro Irrigation Program
  •     A target of 8.5 lakh crore has been set for farmers credit

INFRASTRUCTURE
  •     Rs. 70,000 crores allocated to Infrastructure sector
  •     Framing up of National investment infrastructure fund For projects in rail road and irrigation, Tax-free bonds to be issued
  •     Government to bear majority risk in revitalizing Public-Private-Partnership(PPP) model for infrastructure development
  •     Rs. 150 crore allocated for Research & Development
  •     Atal Innovation Mission, for the establishment to draw on expertise of entrepreneurs, and researchers to encourage scientific innovations
  •     5 ultra mega power projects, each of 4000 MW to be set up

EDUCATION

DEFENCE
  •     Allocation of Rs. 2,46,726 crore to Defence, increased by 9.87%

WELFARE SCHEMES
  •     Construction of 50,000 toilets under Swachh Bharath Abhiyan
  •     GST & JAM Trinity programmes to be introduced; By April 2016, GST will be implemented
  •     Micro finance organizations will be refinanced by MUDRA bank; It will encourage first generation SC/ST entrepreneurs
  •     80,000 secondary schools will be upgraded
  •     Expansion of DBT from 1 crore to 10.3 crore
  •     In Atal Pension Yojna, govt. will contribute 50% of the premium up to Rs. 1000 for one year
  •     Scheme for physical aids and assisted living devices for old age people
  •     Govt to use Rs. 9000 crore unclaimed funds in PPF/EPF for Senior Citizens Fund

RENEWABLE ENERGY
  •     Rs. 75 crore allocated for electric cars production
  •     100K MW in solar; 60K MW in wind; 10K MW in biomass and 5K MW in small hydro – under Renewable energy target for 2022

TOURISM

    Development schemes for churches and convents in old Goa
    New tourism scheme will cover Hampi, Elephanta caves, Forests of Rajasthan, Leh palace, Varanasi , Jallianwala Bagh, Qutb Shahi tombs at Hyderabad

GOLD
  •     Sovereign Gold Bond, as an alternative to purchasing metal gold
  •     Development of an Indian gold coin carrying the Ashok Chakra on its face which will reduce the demand for foreign coins and recycle the gold available in the country

    Food subsidy at Rs 1.24 trillion
    Fertilizer subsidy at Rs 729.69 billion

National Symbols

National flag
·         It was adopted by constitute assembly of India on July 22, 1947.
·         A tricolour flag was first accepted by the Indian national congress in 1931, having charkha in place of today’s chakra.
·         It is a horizontal tricolor of deep saffron at top (stands for courage, sacrifice and renunciation ), white at middle ( shows truth and purity in thoughts), dark green at the bottom (symbol of life abundance and prosperity )
·         A wheel (chakra) in centre of the white strip is the symbol of progress and movement. It has 24 spokes.

National Emblem
·         It is adopted from the sarnath lion capital of Asoka on January 26, 1950.
·         In this emblem, only three lions are visible, the fourth lion being hidden from view. The wheel appears in relief in the centre of the abacus with a bull on right and a horse on left. The bell shaped lotus (as in the original) has been omitted.
·         The words Satyameva Jayate are inscribed below the abacus in Devanagri script. These words are taken from Mundaka Upanishad

National Anthem
·         The song Jana gana mana is the national anthem of India which was composed originally in Bengali.
·         It was adopted by constitute assembly on January 24, 1950 in its Hindi version.
·         The song Jana gana mana was first published in January, 1912 under the title ‘Bharat Vidhta’ in Tattva Bodhini Patrika .
·         The song was translated in English in 1919 with the title “Morning song of India”
·         It was first sung at the Calcutta session of congress on December 27, 1911.
·         Playing time of full version of national anthem is 52 seconds while it is 20 seconds for first and last lines of the stanza.

National song
·         Vande Mataram” is the national song of India, Chatterji, originally in Sanskrit.
·         It was adopted on January 24, 1950 providing it equal status with national anthem Jana gana mana.
·         It is taken from his novel Anand Math published in 1882. Its English translation was done by sri Aurobindo.
·         It was sung for the first time at the congress session of 1896.

National Calendar
·         National calendar is based on Saka era (began on 78 A.D. ) with Chaitra as its first month with a normal year of 365 days adopted from march 22 normally and on march 21 in leap year.
·         National Animal
·         The tiger (Panthera Tigris) is the national Animal of India. It has a thick yellow coat of fur with dark stripes.
·         Lion was the national animal of India till 1972. Later on, it was replaced by tiger.

SECURITIES AND EXCHANGE BOARD OF INDIA(SEBI)


The SEBI(Securities and Exchange Board of India) is the regulator for the securities market in India.

        Established in the year 1988.
        It was given statutory powers on 12 April 1992 through the SEBI Act, 1992.



Now what is Securities Market?
Security Market is tradable(service or good that can be sold) financial assest(Example : bank deposits, bonds, and stocks) of any kind.

    Present Chairman of SEBI – Upendra Kumar Sinha. He replaced C. B. Bhave
    Head-quarters:MUMBAI
    SEBI celebrated 25 years on 24th May 2013
    SEBI was founded by Surendra Dave

Structure of SEBI –

•A chairman
•2 members- one official from the Ministry of Central Government dealing with Finance
-second from Administration of Company Act,1956
•1 from the official of Reserve Bank of India
•5 other members- 3 of which shall be whole- time members appointed by the central government.
Objectives of SEBI :

    To regulate securities market for fair practices
    To promote systematic services by Brokers, Merchant Bankers and other intermediaries
    To protect the interest of investors, for steady flow of capital in the market.

Functions of SEBI :
SEBI Functions are divided into :

1.Regulatory functions
2.Developmental functions

    Regulatory Function :

        Regulation of stock market and self regulatory organizations
        Registrations & regulation of Self Brokers, sub brokers, merchant bankers
        Registration and Regulation of INVESTMENT SCHEMES, including Mutual Funds
        Regulating acquisition of Shares and takeover of companies
        Prohibition of illegal and unfair trade practices relating to securities market
        Prohibition of insider trading
    Developmental function :
        Promotion of fair practices
        Promotion of self regulatory organizations
        Conducting Research and publishing important information to all market participants
        Promoting Investor’s education and training of intermediaries

Powers of SEBI:

•to approve by−laws of stock exchanges.sebi
•to require the stock exchange to amend their by−laws.
•inspect the books of accounts and call for periodical returns from recognized stock exchanges.
•inspect the books of accounts of a financial intermediaries.
•compel certain companies to list their shares in one or more stock exchanges.
•registration brokers.
Central Government and SEBI :

•The central government has power to issue directions to SEBI board, supersede (replace) the board and if necessary can call for returns and reports.
•The Central Government has power to give any guideline and make regulations and rules for SEBI and its operation.
•The activities of SEBI are financed by grants from Central Government.
•The fund called SEBI General Fund has been setup, to which all fees and charges are credited. This fund is used to meet the expenses of Board and to pay salaries to staff and board members.
